Usually 12 months. However, you have to move to Florida for reasons OTHER than school. You cannot become a resident of FL for the purpose of getting an education. If you start school as a non-resident, you cannot become a resident at any time afterwards. (If you start school as a non-resident, you will finish as one and pay out-of-state tuition for the entire time).

It takes one year, and within that time you have to demonstrate that you are there for reasons other than school. In other you have to hold down a job and pay taxes in FL.
Not state taxes because the state of FL doesn't have state taxes.
