The grapefruit league was named for being in Florida where Grapefruit is grown. All of the teams used to hold spring training in Florida because they were close to home.
When a lot of the teams started playing their games in the west, they would hold spring training in the southwest were it was close to their home cities. Thus, the cactus league was formed. The weather is better in the southwest during the spring.

Because Florida and Arizona are 2 warm places where they can play baseball in February and March. Most of the East Coat teams play in Florida (Grapefruit League) and the West/Central teams play in Arizona (Cactus League).

"Cactus League" teams are those that train in Arizona and "Grapefruit League" are those in Florida. Since you tend to play teams that train near where you're at, there's the Grapefruit/Cactus distinction.

Because for example; it's much easier for fans of say the Seattle Mariners to fly to Arizona to see the Mariners in Spring training in the Arizona Cactus league, than it is to fly to the opposite corner of the continental US to see their team play.

Like-wise it's much easier for Baltimore Orioles fans to take a short-flight down the east coast to Ft. Lauderdale, FL to see the Orioles in ST than it is for them to fly to Arizona.

The only west-coast team that has a spring trainings sight in Florida was the LA Dodgers who will be playing in Arizona next year.

Most teams try to involve themselves in the spring training league that is closer to where their fanbase is, thus making it easier to generate fan interest, and make more profit off of the fanbase before the season starts.
