They are ASCII codes you can get by holding down your alt key and entering a number on your numerical keyboard at the same time. For example, alt+21 gives you this: §
That's a symbol that stands for section. Feel free to experiment. You'll find your hearts and stars in no time.
Another way is through word processing software like WordPerfect. A ctrl+w gets you tables and tables of symbols and codes. Mathmatic notation, wingdings, Arabic characters, you name it.

In windows go to the
START button > All Programs > Assessories > System Tools >Character Map
Copy and paste the symbol.
