A 80's Geo Metro has 1.0L which is a 3 cylinder engine and gets somewhere around 40 miles to the gallon and my buddy said he turbo'd his...

There are various types running around in Japan that are not available in the US.

Besides the Geo Metro, take a look at the VW Gol (Brazil), Suzuki Swift, Daihatsu Charade, Ford Ka, Ford Fiesta, and Honda Insight all with 1.0L engines. Links below.
