Nationalist tensions were the CAUSE of WWI.
In the Balkans, specifically, Austria/Hungary annexed Bosnia-Herzegovina in 1914. Serbs wanted to free their people from these territories. A Serbian nationalist took revenge on Austria-Hungary by assassinating the archduke (the person next in line for the throne). Within a matter of weeks, 27 nations were involved, allying themselves with either the Central Powers (Austria-Hungary, Germany, and Turkey) or the Allied Powers (Great Britain, France, and Russia). In 1917 the United States entered the war on the Allied side.

Sure, the same "nationalist tensions" that saw Austria-Hungary annex Bosnia-Herzegovina in October, 1908; that saw Bulgaria declare itself a fully independent nation in 1908 (and receive recognition in 1909); that witnessed Montenegro become a kingdom in 1910; that saw Italy and Turkey fight a war in 1911-12;that saw the formation of the 'Balkan League' alliance(Serbia, Montenegro, Greece, and Bulgaria) in 1912; and the two Balkan Wars in 1912-13 that saw the Balkan League conquer Macedonia, Albania, and much of Thrace all contributed to Austria-Hungary joining and fighting with the Central Powers of Bulgaria, Germany, and the Ottoman Empire in what became the First World War (1914-1918).

What Penny says, except that the tensions in the Balkans which led to the assassination of Archduke Ferdinand and his wife in Sarajevo were more the CATALYST for WW1 than the cause. Germany was seeking to expand its power in Europe and as a colonial power and the declaration of war by Austro-Hungarian Empire on Serbia gave it the excuse it needed to launch into a war.
