I know what this means, I'm asking why "this" administration is always using this term. Is it because they are having to defend "so many" of Bush's appointees?

Great question.

It sounds obscene, and you can be sure that if a Democratic President's administration said it as often as the Bushies do the media would be all over it.

That is what it has always been referred to, since time began. There are people who are civil servants and there are political appointees who serve at the pleasure of the politician that appointed them. Civil Servants can only be fired for cause. Political appointees can be fired at the whim of the person who appointed them.

The same applies at state and local governments. I know this may be a little confusing after the Clinton Administration but let us try to stay out of the gutter.

Part of the balancing gives the President power to appoint key members of the executive branch.

Um...that's traditional terminology. It's not something new with this administration. That is the legal term for the terms of service. Get your mind out of the gutter.

That's Bush's MANDATE, They are servicing him. And, they suck up to him. They've whored themselves to him. And, if they step out of line no matter how arbitrary that line is, they are fired.
