Yes, it is public record. The owner receives a paper called a deed stating A sells a certain property to B for a certain amount of money. Then B must record it at the county Recorder's office or whatever the equivalent is in some states. Anyone can check the records.

If your county has a web site then there's a good chance the records you want are on line. You'd need the address for the property since you don't know the name you are looking for. Same if you have to go to the court house in person or call them,, you'd need an address or tell them your address and the property is next to yours.

Yes, all deeds are recorded with the county. Do an online search for your county register of deeds. Sometimes they have them online - can be for a fee or free, or else you have to go the office and search for them by Land Record Index.
Your best bet though may be to go to your town office and ask the landlords name!

many counties have their information online. you can find out the owner, what the price was and some other general information. if it isn't online, check with your local gov't office and they will point you in the right direction.
