Who would I call about something like this? Would I have to abide by my states laws or all the states laws being it will be on a website? I need to be able to explain the idea to someone and have them tell me what kind of legalities are involved and if it can be done.
On another note could any John Doe create a website where members pay lets say $1 to enter in and they have a chance of winning $10,000 is this legal? Is it sort of a lottery? What if the website owner collected $20,000 in the process and paid out $10k as a prize and kept the other 10k? as long as he is posting everything he is doing to all the members is this ok? or what if he donates some of that other money to a good cause... like Cancer or something?

I know this is a lot, but if anyone has info it would be LOVED!

In this US this is illegal. Have you not read about the CEOs of the online gambling companies being arrested in the last year.

Also in most US states running this type of business violates there state laws, so you could be in trouble with two different levels of government.

Bottom line this is very illegal in the US.

Register your business with the concerned government offices in order to operate properly.
