It's not that anything really happens, they're just astronomical events.
Because of the way that the earth moves around the sun there are times when the sun appears to be further north, south, east or west. Winter Sosltice is the point when the sun appears at it's most northerly point thoughout the year and is the time at which winter starts. Summer Solstice is the time when the sun appears furthest south and is when Summer starts.
Give or take a day or so it's June 21st (Summer) and December 21st (Winter).

Okay let's go through the seasons. Vernal equinox, the sun is over the equater. Summer soltice, the sun is at its farthest point north(the north tropic). Autumnal equinox, the sun is over the equator again. Winter soltice, the sun is at its farthest point south(the south tropic)(cancer or capricorn can never remember them). Also the artic circle is where the sun never sets at the Summer soltice and the anartic circle is when the sun never shines. Vice versa for the Winter soltice.

Winter solstice is the shortest day of the year and the summer solstice is the longest day of the year.
