what is the difference between the one for 299 and the one for 399

You really will want the 400$. 300$ doesn't have a hard drive, which makes your games run slower and you can't save. Plus the hard drive alone is 100$, so it's a rip off. The 400$ has the hard drive and about 50 dollars more worth free junk that comes with it so get that one.

The one for $299 does not come with a 20GB hard drive, while the one for $399 does. If you choose the $299 one, you can still buy a hard drive separetely and put it on yourself.

The core system for $299, is a waste of time as it has no hard drive to save your games or save content that you download.

It also lacks the wireless controller and dvd /hd remote.
