Yes. there are several species of "upside down catfish" that spend most of their lives upside down - from about 8 weeks old until they die. The upside down method of swimming allows them to eat insect larvae at the water's surface and on the undersides of wood and leaves in the water. Other types of catfish will occasionally turn upside down to graze the undersides of fallen wood as well.

The reply's "only if they are dead" is incorrect. There ARE special fish (such as the upside-down catfish) who swim like that. These fish, in the wild, normally swim under floating logs and are carnivores. If it is not natural for the fish to swim upside down, and it is anyways, the fish may have a 'congenial abnormality'. this just means that the fish was born with problems with its air bladder.

Ghost knifes swim every which way and upside down catfish definitely do...
but normally, no fish don't swim upside down unless there's something wrong with them.
