Yup! Ebay!!! I've seen several nice dresses there and often they are very cheap (I'm about to sell a dress there that was originally 200.00....I'll probably start bidding at 10.00!).
And even if the dress doesn't fit perfectly when you get it, you should have saved enough money to have a local tailor fix it to fit you perfectly.

A big way to cut cost for the prom is to dress like you're a grownup. Now this may sound funny, but in the long run you'll spend more money on one of those poofy colored dresses than if you just buy a simple cocktail dress in the grownups section. Check online and see if you parent can find you something in clearance from a major department store, or better yet.. do you know a relative (i.e. grandma) that may have a department store card? That could be a graduation gift. Another thing is to check with your friends. Some people buy 3 dresses cause they don't know which one they're going to wear, someone may have an extra brand new dress that all you need to do is buy shoes for. Another big tip for prom, drive yourself or have someonelse drive you. Believe me, the money you'll pay for a limo ride is totally not worth it. Hope this helps, have fun.

Not sure how else to cut costs, other than skip the limo and the expensive dinner. Go for a fun restaurant with a great atmosphere!

Try a store like Goodwill or another secondhand store. I had to do that for my senior prom and still got just as many compliments as all the other girls. Most of the time shops like that have some very pretty dresses.

If you don't have a job, get one. Babysitting, house cleaning, yard cleanup, absolutely anything that you can do for someone.
If you or your Mom or a friend can sew, you can make a beautiful dress much cheaper than you can buy one and you could easily make a matching purse with the extra material.
I made my own wedding dress for $60.00 worth of material and a lot of my own labor. I made the bridesmaid dress, too.

there are some cool prom dresses in the juniors department at jc pennys and the prices are pretty low there.

there's a lot of places out there that have really cheap dresses. department stores have a lot of sales as long as you don't get a dress RIGHT before...salvation army and thrift stores often have some cool vintage dresses...

try second hand stores, goodwill etc. Many of these places have them, most of the dresses are new or only worn once, you can save yourself lots of money and still be beautiful.

I would go to the store called "DEB" they usually have sales,I got a really nice dress very cheap! I would recomend it.
