To develope a storm of the size (the largest are well over 1000 miles in diameter) and intensity, (winds at least 70mph to be a hurricane at all), a lot of water has to be in the cloud system. Therefore, only oceans with a surface temp of 80 degrees F i believe can build up and maintain a storm of that magnitude. Once it goes over land, it quickly runs out of water usually.

Hurricanes form on the inter- tropical convergrnge zone where the tropical airmasses from the either hemisphere meet.These airmasses are warm and humid with favourable lapse rate(decrease of teperature with height) upto great heights.Therefore convection starts on a large scale developing into hurricanes. The energy of the hurricane is derived from the latent heat of condensation of the ascending moist air.When these storms enter land , thier moisture source is cut off and consequently they weaken.When they pass into extra tropical latitudes, they may develop into warm and cold fronts and re-emerge as extra tropical storms.
Therefore warm water,moisture and favourable wind pattern near the sea surface are essential for its formation.These are collectively available only over sea or ocean.Hence they form only over water surface.
