How do you make layout on computer paint?

It's actually not that simple.
I suggest going to www.createblog.com, and searching 'simple' in their search engine.
When this pops up, then pick the simpilest layout and look at the code.
You have to study this code, and learn HTML before you make a layout.
Then, you can fool around with pre-made layouts to make your layout into something completly different.
It's not something that you use 'paint' for.
That would be more into graphics, not layouts.

making layout in paint is impossible. I use photoshop.
