What are the rules and regulations reguarding divorce in Peru?
The husband has been estranged from wife (not llegally divorce as in the U.S.) and living in the United States for 17 years.
His grown children live in the U.S. and grandchildren are born citizens of the U.S. Does this even make a difference?

After l7 years I think you're free as a bird.I think all the rules are in your favor.However,check with the Consulate and try to see the real situation.But for me,after all these time,the marriage must be over.Also check with a Spanish law er ( divorce only) he must know the real fact about this matter.Good luck.
