Can an alligator stick it's tounge out?

No. An alligator's tongue is attached to the bottom of it's mouth, this is why alligators (and all other crocodilians for that matter) gape, or sit on a bank with their mouth open. They can't stick their tongue out and pant like a dog, so they just open their mouth so that the moisture inside evaporates, thereby cooling their body temperature somewhat without having to go back into the water.
