That sounds about right (the year). I had a few older friend who were legal, not legal, then legal again. It went from 18 to 19 to 21 and was only 19 for a short time.
Here, this is a citiation that would lead me to believe the timing you mention is correct:
In 1984, 23 states had minimum alcohol purchasing ages of 21 years old, and on July 17th of that year, President Ronald Reagan signed legislation to withhold federal highway funds from the remaining 27 states if they did not follow suit.
And here is a citiation that does point to the age change from 18 to 19:
Williams, T.P. and Lillis, R.P. Changes in alcohol consumption by 18-year-olds following an increase in New York State's purchase age to 19. J. Stud. Alcohol 47: 290-296, 1986.

New York changed from age 18 to 19 in 1982 and to age 21 in 1985.

The legal drinking age was, at one point or another, before 1984, in every state, lower than 21. Many raised their ages on their own and in 1984, Congress passed the Minimum Legal Drinking Age Act, which threatened to withhold highway funds from any state that did not enact a 21 year old minimum.

Im from Long Island, NY and it was 18 until late1985 when it changed over to 21!

I can tell you that when I visited Tennessee in 1986 they had recently changed it to 21. I was not able to drink. Not that I wanted to anyway.
About that time all of the states were making that change.
