Dwarfism (the politically correct term is "little person") is a genetic disorder that affects more than height. It also affects proportion. Your height would be affected, but you might also have maybe a larger forehead, shorter fingers, etc.
There is no legal definition of a dwarf. The government (state, local, or federal) has no need or interest in defining dwarfism. Why would they? There may be written policies that define dwarfism in order to qualify for disability benefits, but there is no legal definition.

Little People of America define a dwarfism as "a medical or genetic condition that usually results in an adult height of 4'10" or shorter."
A physician, however, would identify dwarfism based not on height alone, but also on its causes (particular genetic defects, pituitary dysfunction, etc.) There are many medical reasons why a person might turn out to be shorter than average. A physician would probably not classify you as a dwarf or little person unless there were some sort of problem that prevented you from growing to your full potential height.
It, also, of course depends on your age and your family history. If you are still growing, or if you come from a family where most of your family members are small-framed, then you're probably not a dwarf.
There is no "legal" definition of dwarfism.

I found this definition on the Little People of America website: To join LPA, you must be a little person (usually but not always defined as an adult height of 4'10" or under as the result of a medical or genetic condition), a family member, or demonstrate a well-founded interest in issues relating to dwarfism.

Well it kinda depends on how old you are. If your like 11-13 then your not a dwarf. Which im guessing you are this age because you asked this in Adolescent. But yeah you'll keep growing. Just wait.

I think its about 3 ft something to be a dwarf plus i think you need to have stopped growing by the age you stop growing.

4 10 is the tallest u can be and still be considered a dwarf...but u probably arent a dwarf...just short.
