Nobody "sung" it. It was, for all intents and purposes, an instrumental save for the introductory voice. I'm only familiar with The Surfaris version since childhood.

"Wipe Out" is a song written by Bob Berryhill, Pat Connolly, Jim Fuller and Ron Wilson. The song was first performed and recorded by The Surfaris in 1962 as the "B" side to "Surfer Joe". The song has been covered by several artists including The Beach Boys in which the song was released on their 1989 album Still Cruisin' with the rap group The Fat Boys making a guest appearance on the track. The 2006 Dancehall riddim Wipe Out is based on the Surfaris song. Several well known Jamaican musicians (Lady Saw, T.O.K., Elephant Man, Beenie Man and others) recorded vocals over this instrumental.

do you mean "Wipe Me Down"? If so, Foxx does and there is a remix with Boosie and Webbie. Or maybe you mean Walk it Out by UNK. There is a remix featuring damn near everybody in the rap game.
