CPanel itself is a Server Control Panel not a Site Design panel so unless there is a site builder of somesort installed you can't change the design of you site without editing the HTML!
If you are on a content management system CMS of some sort then within its control panel you may have this ability.

There are only two ways to do that:
- Either your version of CPanel has a site design link (which would be noticible). Click it and see what happens.
- You can also use the text editor in the file manager to edit your files by hand.

Are you talking about changing the Theme of a site?
