I thought Paramedics were the ones who could officially declare someone dead??? My guess would be (note the word guess) is if they are not breathing and they don't respond to CPR or shocks from a defibulator and there is no pulse. The body is usually cold and the color is gone (absence of circulation). This is the best I can come up with. Maybe a more senior Paramedic will come up with a better answer.

some good answers already.
if they don't breathe or have a pulse, do the chest compressions thing---never mind the breathing. But if they're dead, they're, uh, freaking dead. it happens
