Even earlier, in Season 2's "Bart v. Thanksgiving," Homer is watching the Thanksgiving football game with Maggie and he tells her that the Dallas Cowboys are his favorite team, and that he "wants them to lose by less than 5 1/2 points." Keep in mind, this episode was aired in November 1990, the Cowboys were coming off a 1-15 season, so Homer joking about betting on them to lose makes sense.
And, of course, as people have stated, Homer's dream was to own them.

It was the episode in Season 8 where he went to work for Hank Scorpio. He said his dream was to always own the Dallas Cowboys. Then after he quite working for Scorpio and moved back to Springfield Scorpio gave him the Denver Broncos to thank him for helping to conquer the Eastern Seaboard. But Homer told Marge that a real football fan would never want the Denver Broncos.

He wanted to own the Dallas Cowboys on the episode where he gets recruited to work at a different nuclear facility for a maniac bent on world domination, played by Albert Brooks. He ended up getting the Denver Broncos as a consolation from his old boss, but was disappointed because they sucked at the time. It was episode #155 in season 8.
