I would recommend Sims games, Tycoons, or Virtual Villagers. There's not really a game out there with the same plot line as Harvest Moon. You might want to try Play - Asia to check out there large inventory of games. They even have imported games that are compatible with U.S computer. You'll find something that's perfect for you. I've put a direct link to their PC and Mac game inventory at the bottom for you.

No, not really. You could emulate a disk version of the game on a PC, but there isn't really a game quite like it available on the PC.
