There is no such thing as a "Good Free Website maker" Thats why it is free. I you want a rather cheesy simple site, that looks like it is free, geocities will give you one. Of course if you register your domain name there, that will cost you about $19.

It depends on your level of HTML knowledge. If you want to use HTML, Bravenet or something like it. If you want a simple drag and drop creator, Yahoo! Geocities is awesome.

Well, if you are willing to get grubby, Notepad comes with Windows and you can write htm files instead of txt files, then look at the result in your browser. Of course, you get no help at all in the typing and it certainly is not WYSIWYG
