There are several things that could of happened
.#1 the coin was plated outside the mint
#2 The clad layer peeled off due to air or improper alloy mix .
This is a collectible error.!!!!!!!
#3 The coin remained in the annealing drum too long and copper dust adhered to the coin -Also collectible !!!!
Go to a local COIN CLUB for an honest and unbiased opinion.
A dealer will low-ball the value just to buy it .

I could be either circumstance. Dimes are actually copper coins with a thin layer of silver over the top, so it may be the result of a problem with the machines. Someone could have had a layer of copper put over it too.
I would suggest that you take it to a coin dealer and have them check it out.

If he has a store and has been in business for a while, he has to be honest or he would not last. A lot of people here, seem to really dislike dealers, well like any company, they have overhead and some have employees to pay, so they need that 40% profit or so. True I am not crazy about some of them, but I know to try more than one. It looks like you may have a dime blank. You should take it to a coin shop, and have them check it out. They will typically tell you all about it for free. It would be worth the trip!
