What does it mean if you bought a cell phone with out service? How would that work?

The solutions are different depending on the type of phone. You haven't given us enough information. Is it a GSM phone or CDMA?

If you live near a phone store, take it in and see what you can find out. If it uses a SIM card, you can probably buy them on eBay cheaper than from the phone store.

It either means your in a dead area (no service) or the plan is expired. If you're in a dead area, you need to try somewhere else. If the plan is expired, buy a new one!
