Have you checked the coil? Pull coil wire off at the coil end, hold it about an inch away from where it hooks on, and have someone crank the engine. You should see a blue-white spark, if the coil is going bad, the spark will be red-orange. This is a common problem on older vehicles.
Also have you changed the distributor cap, rotor and points? This could be keeping you from getting a good spark to the plugs. Gap the points at .017
If the coil has a good spark, pull one of the plug wires off and see if you get a good spark on that end.
Also did you check the gap on your new plugs? On this year of vehicle the gap should usually be set at about .035, but an auto parts store can tell you for sure.

I had a 1995 Taurus, and the car would do what you are describing. I had the distributor replaced and that cleared up the problem, but obviously I don't know if that's what's wrong with your car. Just thought maybe that by some chance that might help.
