It could be much worse....much worse.
They can charge what they want, because it is their business...simply put. Supply & demand.
The registration issue, is a matter of covering their on @$$ for insurance purposes.
HOW MUCH worse could it be..... In Michigan, if a "big" truck is towed with a trailer attached, they charge for 2 (two) tows at $575 per unit, although they towed it all at same time as one unit.

I agree. Tow companies spend $10 to $20 in labor and maybe $5 for fuel to tow a car for the 15 or 20 mile and it is outrageous that they can charge so much for the towing. ( Not all companies price goudge put al lot do.) The storage charges is completely out of line too. I also believe its wrong for the police to have your car towed if it can be legally parked nearby and picked up be a relative or friend. I guess that's just another example of government getting into the taxpayers business.

I too have seen this happen. My wife was in an accident. The car was totaled. The tow company snatched it. Then sent me a bill for 150.oo plus 200.oo storage fee. I let the insurance company deal with it.
The painful answer is this: They do it because they can. Tow companies provide a lot of bribery to city council members and city managers so they can get the contracts. So the managers look the other way when disputes arise.

You are looking at not only the towing fee, but also the storage fee. If your city does not govern how much they can charge, this will happen. Most charge $75 just to tow it up to 25 miles here in our area. I know some areas are higher than others in other states.

First, tow trucks cost money to buy and to operate. Secondly, you had no choice.
Now, wouldn't it have been cheaper to just pay the ticket???

Well to brake it down, you have to pay your driver, fuel your truck, and the business has to make money in order to pay the truck payment and the Large insurance premiums. It is much cheaper to be legal than to pay a tow company.
