Earthworms need moist skin, but they need to have air around that moist skin for oxygen to come in. If they are in water, they literally drown from lack of oxygen. So when it rains and the ground becomes too wet, they come up for air.
Also, in the spring, earthworms mate on wet nights. But if you've had a drenching rain, it's the drowning issue.

Worms breathe through their skin, and when it rains, the water is soaked up in the soil. If they stayed there, they would drown, so they come out to breathe, and when they do that, they're trying to get out of the rain, that's why you see so many dead worms on sidewalks and where ever, cause they can't find their way back. It's true! Hope it helped.
