The website you need is http://www.fcc.gov - head over to the section on crimes related to transmission of harassing or annoying calls over phone lines.

Pay particular attention to the section on fines and imprisonment.

I hope not. Just about anything can be traced anyway, which is appropriate. Nonsense like that needs to be able to be stopped if someone doesn't desire it.

Don't do anything to someone that you wouldn't want done to you.

karma will catch up to you...and so probably will the law.
