There are some instances that the vas has regrown and reconnected, but those are very rare

It is permanent. Sometimes guys regret having it done and try to have it reversed, but the success rate is under 50%. He can still impregnate a woman immediately after the surgery for a couple of weeks, but once he's had a zero sperm count (done at the doctor's at a follow-up visit), then he's sterile. But he can still get/transmit STDs, so unless you are both 100% faithful and disease free, use a condom.

In March of 1977, I had a vasectomy (age of 30). My doctor cut out 2mm of the tube, then burned the ends. Sometimes the ends are just tied back, and in that case it could possibly happen that the ends grow back together and SURPRISE! YOU'RE A DADDY!
SOMETIMES they can put the ends back together, but that doesn't always work.
It was the best $200 I ever spent.

If the man has a vasectomy so he can't have kids this will be effective unless he has the surgery reversed. He will continue to not be able to father children until he has a vasectomy reversal. After this he can father kids again.

No that isn't right if the surgical proceedure is done correctly. It is just as reliable as a tubal ligation for a woman. There are always mistakes done in both, so occasionally a pregnancy can happen after having both procedures peformed, but it is very unlikely.

No, it is permanent. I just isn't 100% effective. In a few men, it fails entirely. In most men, it is 99% effective.

Always use AT LEAST two methods of birth control to be absolutely safe. One of those two methods should be a condom.
