No, pictures cant make your computer run slow.
There are several primary areas that could be causing your computer to run slow. The most likely reason is that your registry has become corrupt, you have too many programs running behind the scenes and your system is essentially running in circles with its internal processing.
To determine if your system is in fact running slow because of problems in your registry and temp files and then speed up your computer, you will need to run a self diagnostic program called regsitry cleaner. This program is very very useful,it can fix regsitry errors, clean registry remnant, corrupt files and temp files in a few minutes. Then give you a bran-new and high-speed computer. There are collection and comparison of top rated registry cleaner:

No way do pictures slow things down much. I typicaly have 13 or 14 programs running at the same time, so I expect things to run a little slower, but these are full programs doing all sorts of things, not just pictures. I use my computer for downloading and playing music or films, I usualy have two net browsers running, and several communication programs running like messenger, usualy at least one programming language which I use for writing my own stuff, and typicaly one or two game rooms open where I can play backgammon or something similar. Computers these days have been designed to multi-task. So if you are only running one program at a time you are not using your computer to anywhere near its maximum capacity.

Sometimes due to internet surfing we pick up a lot of unnecessary files that clutter our hard drives. Get a cleaning program like CCleaner and clean all of your temp files from your hard drive. You could also have a trojan program that could be slowing down. Get a program like ad-aware or spybot and do search.
