We live in New England-that means our weather is kinda up and down..If you live here you know what I mean..It could snow tomorrow and be mid 50's and sunny the next day..

You can rake but not to much else. I live in Vermont. I know I can't plant things until the middle end of May. I will put new grass seed down at the end of the month. I will start working in my garden in the begging of May, turning the soil and adding compost etc. It's a long winter and it seems like even a longer spring!! May will be here soon. Happy gardening.

I live in zone 4 and all I have been able to do is plan my layout! Can't wait! Some of my friends have planted peas and cabbage, carrots, radishes (root crops) already but I think it is too soon.
Don't till it until the moisture is subsided, all you will end up with is clumps for the rest of the year.
I was told by a senior gardener that you should wait until you can sit with your bare butt on the soil for 5 minutes and if you don't get cold, the ground is warm enough to plant. I have not tried this, the neighbors already wonder about me!

I live is Missouri and from what I know about your weather about all you can do now is rake and very possibly till your garden area in order to allow water or snow to sink in good .
What do the Garden experts in that area suggest? I would follow their advice.
P.S. some of your colder weather vegetables such as broccoli, brussel, sprouts etc could be planted........

Don't do much yet, the soil is still too wet.

DON'T TILL! THERE'S TOO MUCH MOISTURE IN THE SOIL JUST YET AND YOU COULD TURN IT INTO CLAY.

Really all you can do is cut down old stalks and clean things up a bit. Don't even remove your protective mulches & covers til May.

well you can go ahead and till the soil up,so that you can start getting out the grass,then you can go ahead and amend the soil.and make rows,that way when its time there to plant,all you have to di is plant,and tend tpo them until harvest!
