i own a repair shop, and it would have helped if you had said where the whistling noise was coming from,I'm assuming the engine,if you cleaned it and got it wet ,the sound would be coming from the engine, the only thing that will create a sound like that is a vacuum line off if it,usually ,you might want to check and make sure all of those are on really good ,id say it has one off of it somewhere ,look real good at the pcv valve line,it may have came off, good luck i hope this helps.

Sounds like a vacuum hose came off the intake manifold and the engine is sucking air.

You probably got the ignition system wet too causing it to ground out to the engine.

You extra desirable than probably have an argument with the battery cables. examine to confirm connection is tight. additionally, dirt and different debris prefer to get caught in the terminal area too, so verify that is sparkling. often times the wiring it somewhat is left uncovered going into the terminal can exchange into corroded. inspect the wiring going into the terminals. If it appears that evidently like a very previous penny, it fairly is recommended to snip off the seen, corroded end and pull out some shinier copper wiring. (it somewhat is that in case you have sufficient play in the cord)
