Clear watery discharge is normal and common during your cycle. It is often very noticeable after exercising. The important thing is that there is no foul smell. If there is, or it smells like urine, you need to see your gynecologist asap. Also, please be aware that there is an extremely rare fallopian tube cancer that can cause copious amounts of clear watery vaginal discharge but this most often occurs when a woman is in her 50s. This is so heavy that tampons or pads are needed and are saturated quickly. I mention it only because I don't know your age.

As for cramping, it also can occur at any time during your cycle as cramping is often hormone related. If it is interfering with your life, see your gynecologist.
