Since spamming is defined as the abuse of electronic messaging systems to send unsolicited bulk messages, which are generally undesired by everyone else, I do think that kind of question constitutes some form of spamming.
However, I look at it more like a futile cry for help in acquiring a really dumb goal.

Spam. They just used the question witch people use to help one another into a billboard or a advertisement page for them.

It was ok, when it was a very rare question and looking for 40 or so answers. Now it is tiring.
