Most landlords will have a p.o. box you can ask your property manager for so you can send a letter of your concerns.

No, a tenant does not have the right to talk with the owner of the property, or to know where he lives, if the owner doesn't want him to. In many cases an apartment owner hires a property manager so that he doesn't have to deal with or be bothered by tenants. That is why he pays a manager, and that is his right,
As another answerer said, however, it is usually possible to find out who owns the property through public records, usually at the County tax Assessor's office.

It should be easy enough to find out who owns the property. Check the real estate records for the address. You can find the appropriate office on your state/city website. Keep in mind that the building owner may not be owned by a single individual, but a corporation.
