You don't, unless it's the guest of honor, and then hopefully, that person was polite enough to call and explain why they were late. If they come late, I sure wouldn't make a party for them again.
Way before the party starts, I would make a list, at least mental of who needs to be there, and how late you give that person. This way, you don't have to stress it during the party, and you can continue and everyone else can have a good time.

you don't wait unless they are the only guest ,
but the party most go on as planned.even without the band ,but if the guest of honor is late or doesn't show, the party can go on in their honor ,thats the way i would do it, don't waste your time and gas getting there and just going home with no party so party by yourself if you must ,bye!

When 2 guest are there --- its a party...Start then.It will also teach the other rude people to be on time.

I guess I would give everyone about an hour to get there, even though the party would be started even if it were just me, I can party all by myself. =)
