personally, i would think that i would rebuild areas of the country where people have decided to be peaceful, like kuridistan...and then let the others see the real progress there...

Of course there is a plan, however, I believe its evolving and continues to per the realities on the ground. Some things in the plan, as in any plan don't work, so its back to the drawing board. Same rules applied in post war Japan and Germany, the largest problem with Iraq, is we haven't gotten to post war yet.
I kind of tend to agree with you. More peaceful ares should be rebuilt and given help first.

Congress & Bush don't even know what that plan is because nobody knows who is controling Iraq? When the Marshall plan was in full swing there weren't any insurgents shooting at them all the time so it was much easier to rebuild Europe. The only way a "plan" will work in Iraq is if the civil war ends & the insurgents/terrorists or stopped which means their isn't going to be a real "plan" for many years if at all. But you can be sure that US taxpayer money will continue to be wasted in massive amounts on the rebuilding "plan" in Iraq?

The plan has been to throw tons of money at Iraq and hope that enough will land in the right places but this is the middle east, the home of "Ali Baba and the forty thieves" . The problem is much like growing food in the desert. When you stop putting water (money) into the garden, it quickly dies.

yeah, give all the money to Halliburton and hope for the best.
Why would GWB have a plan? he had no exit plan for Iraq when it was he himself that said you should never enter into a war without one. He is the uniter and decider not the thinker and planner.

Yes they do have plans. Do you really think they should publish them on the web for everyone - including the islamic extremist who oppose such a plan to read?
