Video Game Design Software?

Ok so I want to make a 3D RPG game and I've been planning for a while but I need to know what software to use I really don't want to spend more then $150 so what is a good program to use?

None, really!

There's lots of those game-creator type packages like BlitzBASIC, DarkBASIC, and so on but they are general languages that are not optimized for anything specific.

The plain "GameMaker" is best for 2D stuff, and there's a free version to try out.
