The natural forces that combine to create weather are far too large and complicated for humans to control. There are things we can do that influence the weather such as deforestation, intensive agriculture and dam building. In some circumstances these can affect weather conditions but only on a small and localised scale.

The climate is different to weather (global and long term as opposed to local and short term) and there are things we can do globally to affect climate - the emission of greenhouse gases being the most obvious one.

Schemes such as cloud seeding have been tried in the past and have had some success, this involves releasing tiny particles of silver iodide into the atmosphere to act as the nucelii around which drops of water form and subsequently fall as rain. This doesn't create more rain it just increases the chance of rain falling in place A as opposed to place B.

Several geoengineering plans have been proposed to adapt the Earth's climate, with the exception of a differnt type of cloud seeding these are all just plans on the drawing board.

In an odd way yes. WE use things such as Cloud Seeding to help something occur with Severe Thunderstorms and the pollution in the aatmosphere (Co2) is one of the main ingredients for cloud formation, courtesy of Mankind. However, if you listen to one of Marvin Gaye's songs', he says the sky isn't blue anymore, and this was 1976. Pollution has a lot to do with that also, courtesy of Mankind as if you look at pictures from centuries ago, skies were bayb blue with had pretty puffy clouds to fill in.

However, we can't control what direction storms move and where and how they evolve. We only control their development and intensity and temperature change, and the hurricane season from '06 and the unusual weather this Spring is proving that.

To some respect humans do control the weather. Smog over Los Angeles is directly caused by humans. Depletion of the ozone layer is caused by humans. Cloud seeding is done by humans to name a few. However having direct control of the weather is not possible but they can manipulate it.

Unfortunately yes, look at global warming as an indication of whether we can control the weather. Well maybe control is a rather strong word maybe we should say affect.

Affect ? Yes. Control? No.
Global warming is our contribution to the planet.

Control - No. We cannot "control" the weather; however, we can affect it.

no we cannot change the weather, by the way we live our life style we effect it.no more snow thank goodness, let the North Pole have it.

your a level 5 answerer and your asking this?

we can't even predict the weather with any degree of certainty!

The closest maybe...is seeding clouds to make it rain and that isn't even proven to work.

May be possible in future that too in a localised way , but not now.

yes... but it is super rare though and you have to be experienced and well connected with nature this means not living in a city but if your near woods or a rain forest..
