i am not american and i'm not quite understand the regional code of the states, can sb answer my question and is there any webpage telling me about the different locations of the different parts of a state?

What you're describing is a zip code, which were assigned by the Postal Service in the middle of the 1900s to speed up mail delivery. The first digit gives you an indication of what part of the country you're in, the next two are the sectional postal facility that services the area, and the last two are the part of the major city or smaller city that are represented, so numbers close together will be geographically close. Major cities are given blocks of 100 numbers, such that the first three digits are the same (for example, Chicago zips will all begin with 606).

02457 is Wellesley and 02171 is Quincy/Wollaston, both Boston suburbs but on opposite sides (Wellesley is NW, Quincy is south).

These codes are ZIP codes (similar to a post code in other countries).
Used by the United States Postal Service to distinguish areas forr mail delivery.
Mail is meant to travel faster when a ZIP code is used.
