if you owe one thousand seven hundred dollars but only have six hundred in your account can they take all

Eventually, yes they can........ but since you acknowledge the fact that you do owe the money, you may be able to set up some sort of payment plan through the courts. The courts are not going to seize your entire bank account and make it impossible for you to live, unless you continually blow them off and not make an attempt to pay the money you owe. If this is a result of a lawsuit, go to the court and explain your situation, and ask the court to set up a payment plan. Then ..... make EVERY payment ON TIME until the whole amount has been paid. The court would only order a seizure of your funds if you failed to make the payments you agreed to.

In many states ...yes...but it does vary from state to state...and judging from your question it has happened to you ...the bank would know the law and if they have taken the money....the answer in your state is probably yes....

It depends on your state law exemptions from attachment or levy. Since you don't say what state you're in, no one can answer your question.
