It came out 40 years ago, and originates from
Channel 5 TV in New York City at that time it was WNEW now it's FOX but they still kept the saying before the 10PM newscast..

I am 54. Damn, I am old...
I use to see "It is 11 PM, do you know where your children are?" on the 11 PM news when I was 13!! I think the tv stations do this as one more way to make people afraid. News sells when they scare people. Happy news is not watched. And it really annoyed me when I saw it on tv!!

I believe it was because there used to be a curfew for people under 18 - believe it or not.
I think they need to reinstate that law - everywhere - and fast!
