When hired for this new job at a large pay cut. I was proimised to be put in the position I qualified for as soon as it became available. When position came available. I inquired about it. I was told that I needed to speak a certain language. Several positions have come available since then I have been cut in hours. Before this I was told that I am a great worker for company. However new workers come to me for answers about how to accomplish certain goals. Several workers have been let go because they do not speak a certain language.

It seems obvious that you need to learn to 'speak the language' or you won't be getting anywhere at your current company.
It sounds like time to start looking for a better job elsewhere.
