You need a valid passport

Up until recently, even after 9/11, a US Citizen could travel in and out of the US to Canada/Mexico without a passport but in Dec 2007 the US tighten the passport regulations to make it IMPOSSIBLE for US citizens to travel anywhere without a valid passport.

I believe the same would be true for Foreigner to enter or leave the US one would need a valid passport. I believe the change was to appear to have a uniform regulation for both citizen and Foreigners, without trampling on anyone right.

If you fly across the border then you now require a valid passport.

If you drive, then you can still use your expired passport, or alternatively you can use a Canadian birth certificate plus photo ID, or a Canadian citizenship certificate. It is expected that valid passports will become mandatory at the land border crossings as early as January 2008.

If you are flying, you need a VALID passport, expired won't do.

If you are going by land (driving included) or sea, then until Jan 2008 or later (date not set yet) you can get into the U.S. with photo I.D. and proof of citizenship (birth certificate or citizenship card).

For now, you don't need a passport if your driving, only if your flying. So all the terrorists have to drive, resulting in long lineups
