How many labourers do we need to operate it?what is its work efficiency?

These articles gives some basic info about offset printing. It seems like one person can operate the machine and some machines can print in color (just like laser printers, the more expensive the more they'll do.) Unfortunately, I couldn't find a cost to operate estimate. I guess it will depend on monthly production, whether B&W or color, etc.

How an offset printer works is too complicated to explain in a paragraph. Better try one of the links below.
As for how much it costs to run and how many labourers.... it all depends on what machinery you can invest in. There are one colour machines that you would need to pass a single sheet 4 times to produce a full colour picture. There are also 4 colour machines, 8 colour for Front and Back full colour in one run, 12 colour for extra pantone colours or coating...........

Basically its up to you and your needs. If you are a photographer and you are just thinking to buy one so you can print your pictures then I suggest you look for something else.
But just to give you an example... if you are looking to buy even a used one colour machine you are looking around the price of 8,000 euros minimum.
