If I have a 1990 Camaro with manual seats and buy newer looking seats with power, can I just change the tracks underneath the seats to make them both manual, therefore, fitting ok in my car?

Should work just fine as long as the new seats match the bolt holes in the old tracks.

Just replace the seats - just changing the tracks won't work.

It would be just about as easy to build seat bases from scratch. The mechanisms are entirely different.
