Sounds like someone who is trying too hard to "convince" you
that he's being honest - either because he's NOT honest.....
OR because he's insecure. Maybe someone in his life has
constantly accused him of lying - even when he was telling the
truth. But, be careful. There are also people who will go to
great lengths to make you believe their lies. For now, use your
common sense. Take what he says with a "grain of salt", but
don't be judgmental. Usually, dishonest people get caught in
their own web - in time. On the other hand, if he's insecure, he
could probably use a friend to talk to. Just go slow until you find
out a little more about him. Once you know him well enough, why
not just ask him why he does that........ IF, you can figure a way to
ask without hurting his feelings, that is.

It only means that he/she was receiving inadequate trust for their statements and had to swear their way out of every crisis. You can, if you so choose, to repose your trust in that person that as long what is stated is true, there is no need to swear its veracity. It can restore the confidence level and the habit may just go away.

Most likely yes. He is unsure of himself, and think about this, does he have problems trusting others?
Or it can just be a bad habit. ^.^

I think this person maybe has a self esteem issue and has a fear that people won't believe what he says.
