i need to find a website that i can decorate my computer pictures with borders and frames !anyone know of one? and if you say photobucket or google please WHERE! and HOW!

This might not be what you are hoping for, as it doesn't give you pre-made "photo frames", but I have used this place SO much for making your own frames and backgrounds. If you have an art program then I'd highly recommend giving it a try. They're not hard, and can be very addictive to make.

I think there is no website that does these things. You need to use a Photo editing software like, Photoshop or Corel Draw to be able to put some borders and frames into your picture. If you still think that there is, you could try searching on www.google.com.
P.S.
I tried searching on google, and most of the results where tips on using photoshop and corel draw on how to put frames and borders.

Might get you some sites.
And I don't know about PhotoBucket. Just explore some sites if you need to.
